For seven years in a row the state of Pennsylvania has not had a budget in place by the Constitutionally designated deadline of July 1. This year thousands of people, including state employees, college students, and recipients of human services have been deeply affected by the budget impasse. It's time to put our state legislators on notice: If you do not pass a budget on time July 1, 2010, you can fully expect to be voted out of office the following November. No more excuses!

The Sunlight Rule prohibits any piece of legislation from being brought before the House of Representatives unless it has been available to read for at least 10 days.
